INTRODUCTION My experience in the mining industry is Sierra Leone spans eleven years of employment as a Gold Valuator at the Bank of Sierra Leone Gold Buying Office. I have also served as a senior Mines Monitoring Officer, monitoring the extraction and marketing of precious minerals including gold and diamonds. My credentials include a Diploma in Data Processing from the University of Sierra Leone, a Financial Services Course and many training courses in minerals and banking.. THE MINING INDUSTRY AND THE MINERAL MARKET IN SIERRA LEONE Situated on the west coast of Africa, Sierra Leone provides the pre-requisites for investment namely rich natural endowment, good mix of skills and attractive incentives. The economic fundamentals are positive, with startling range of resources: - multi-faceted mining of diamonds, gold, rutile, bauxite, iron ore; - diverse, vast fishing resources; - one of Africa’s best beaches, already a magnet for up-scale tourism; - commercial agriculture near one of the finest natural harbors in the world; The commercial and industrial policies provided by the government gives incentives that is in the interest of the investor and the people of Sierra Leone. Diamonds and gold contribute the bulk of foreign exchange earnings and are a source of pride to most Sierra Leoneans. The mineral sector is thriving but there is still need for external capital, skill and collaboration with foreign investors. The mineral industry has also suffered setbacks in the past years. Many investors have been defrauded by fake gold and diamond dealers and companies, thereby depriving the buyers and the government of Sierra Leone much needed foreign revenue. Buyers of gold and diamonds have lost large sums of money to fraudster who lure them by quoting fabulous quantities of these products at ridiculously cheap prices. The fact is that gold and diamonds are not as cheap as buyers might think and stocking exceptionally large quantities is difficult because the diggers are constantly sustained from the proceeds of regular sales. About 90% of the mining of gold and diamonds is done by labour-intensive methods, using less-sophisticated mining equipment. However, diamond and gold production remain high as more rich spots are being discovered across the country. Long known for steller-quality and high grade gold deposits, Sierra Leone is attracting mining and marketing firms. While some Sierra Leoneans are demonstrating their eagerness to be part of the country’s development effort by setting up and running their own enterprises, others are working in collaboration with foreign partners. Liberalized export regulations and simplified policies make it easy for firms to do good business here. An investor who is in need of gold and diamonds or any other product from Sierra Leone only needs to put the machinery in place that will enable him achieve his objectives, and not to waste time and money in pursuing alarmingly large quantities of low-priced goods that usually turn out to be scam. THE WAY FORWARD There are many opportunities awaiting foreign investors in Sierra Leone. With the vast knowledge and experience I have in the mineral business, I would like to encourage potential investors who want to do long term business in Sierra Leone to establish as follows: - Identify an experience and reliable agent/partner in Sierra Leone; - Agent/partner should have office, all legal business documents and the relevant mineral licences; - Purchasing of gold and diamonds- Mobile buying – buying of gold and diamonds directly from the miners in the mining villages across Sierra Leone. Office buying – buying of gold and diamonds from miners, brokers, dealers and people in offices in towns and cities. - Explore other areas of commercial collaboration such as trading in cacao, coffee, ginger, pepper, semi-precious stones; and imported items like equipment, used clothing, shoes, provision etc. which some sellers might prefer in exchange for goods. I am ready to work amicably with any investor either by way of agencyship or partnership in achieving the desired goal of any form of mutual co-operation between the both parties.
